1 - The Organizations - - UNPA and World Parliament

1.1 - What is the difference between the UNPA and a World Parliament ?
   1. The UNPA would consist of parliamentarians elected by their own national parliaments from countries around the world.  The World Parliament would eventually evolve out of the UNPA and replace the UNPA. Representatives in the World Parliament would be directly elected by all citizens around the world.
1.2 - Would the UNPA be able to develop a framework for the creation of a Global Constitution that could replace the UN Charter ?
   1. Yes, including an agreed upon formula for democratically electing a representative World Parliament.  The UN General Assembly (UNGA) could continue to have oversight over the UNPA and eventual World Parliament and possibly evolve into a form of Senate.
1.3 - Would a World Parliament be able to write and ratify a Global Constitution ?
   1. Yes, only a democratic World Parliament would be able to ratify a Global Constitution, thus completing the work started by the UNPA.

2 - The Locations - - Home for UNPA - Home for World Parliament

2.1 - Where (in the world) would the UNPA and eventual World Parliament be located ?
- Based on the fact that Asia is the fastest growing part of the world which includes the largest portion of the worlds population, it is recommended that both the UNPA and the World Parliament be located in Asia.  Asia has also typically not had its fair share of UN facilities and this would help to - balance - that equation.
- Ideally, the locations of both the UNPA and the World Parliament would be away from current major population centres in Asia and would be used to support economic development in poor areas such as in Central Asia.  The facilities would ideally be located in strategic locations that would not only help facilitate economic development within the region but also act as a hub, stimulating global trade between east, west, north and south.

3 - The City - - The Building of a New City

3.1 - Does the Aral Sea Proposal have merit ?
- The Aral Sea Proposal has merit because it fits all the criteria above, at least for the location of the World Parliament.  The UNPA, however, which is really a stepping-stone between what we have now and a World Parliament, could be located in a temporary location elsewhere in Asia.

3.2 - Would it be alright to have the temporary administrative headquarters of the UNPA located in Mongolia ?

- Yes, ideally in a building shaped like a large nomadic tent structure (exemplifying its temporal nature).  The UNPA could be located in Mongolia temporarily until the New City of Utopia, Parliament and Government buildings were built.  Construction ideally starting in the year 2020 with completion in the year 2025 or 2030.
- Having the UNPA occupy Mongolia would also serve as a reminder that Mongolians created the largest continuous land empire in history and it would be an opportunity for them to help "finish the job" in a non-violent, peaceful, loving fashion.  The Mongul Empire (for the short time it lasted) created prosperity for more people than any other empire in all of human history.

4 - The Term - - Utopia - as a name for the New City ?

3.1 - Would it be alright to use the term Utopia as a name for a New City to house the World Parliament ?
- Yes, now that we can finally do it, why not ?

5 - The Benefits - - What kind of things would be possible with a World Parliament / Government ?

- How about the following - neat - things ?
   - End - War, Poverty, Disease, Inequality - (this is only possible through democracy and respect for human rights)
   - Create - Prosperity, Sustainability, Equality - (growth yes, but in a eco-friendly fashion)
   - Global Commodity Reserve (GCR) - to stabilize prices and guarantee supply
   - Global Intellectual Property Reserve (GIPR) - to support and reward innovators while facilitating benefits for users
   - Global Prosperity Account (GPA) - to reward every Global Citizen who votes and is involved in improving the well-being of others - and ultimately - create a world based on equity rather than debt
   - Savings - Trillions of dollars in improved efficiencies are possible that can translate into an improved S.O.U.L. (Standard Of Utopian Living) - for all - - Health-care, Pensions, Education, Employment... you name it - can be improved
